Yes, that's a fire hydrant knocked over by a pickup truck (driver fled the scene, no idea why). Yes, it's almost 4 stories high. Yes, it's a mini-flood. Yes, those are firefighters in the middle of it, trying to find the shutoff valve (that took 'em 45 minutes). Yes, I felt like a 12 year old boy it was so exciting! :)
